Parking Fines

The Board of Trustees of the University of Massachusetts, acting under the powers granted by Chapter 75, Section 32A, General Laws of the Commonwealth, hereby adopts subject to the subsequent amendment or revisions contained in Chapters 75 and 90 of the General Laws, the following rules and regulations for the use and operation of vehicles on and about the Boston campus of the university and on other lands of the University associated with the Campus.

Transportation Services keeps official records of all parking ticket violations issued on vehicles. Fines are payable to the University of Massachusetts Boston and collected for the Parking Scholarship Fund.

Under each group are possible fines issuable by the university:

Parking Enforcement

Transportation Services shall enforce all university parking regulations. In addition, applicable state motor vehicle laws under the Massachusetts vehicle code shall be enforced. Vehicles utilizing the university facilities that are in violation of any section of these regulations will be issued a parking ticket violation and may be towed at the owner’s expense.

  • Parking tickets must be paid or appealed within 21 calendar days of issuance.
  • A person with unpaid parking tickets who fails to pay or appeal the ticket within the time limits prescribed shall have their license and registration sent to the Registry of Motor Vehicles for non-renewal of license and registration.
  • Vehicles that appear to be abandoned on university property may be disposed of in accordance with Commonwealth of Massachusetts statutes.

Appealing a Parking Ticket

When receiving a parking ticket violation at the University of Massachusetts Boston you have the right to appeal the violation. Appeals can only be made online at this time. All appeals must be submitted within (21) calendar days from the violation issuance date. 

Follow these simple steps to request an appeals hearing:  

Online:

  • Find Your Citation
  • You must have your ticket violation number, and plate number to follow the instructions.  
  • You will receive a confirmation email that your appeal has been received.  
  • The appeal decision letter will be emailed to the emailed provided within (21) calendar days.  
  • All decisions of the Parking Clerk shall be final, subject to any hearing provisions provided by Chapter 90 Section 20A or to judicial review as provided by Chapter 30A Section 14.

Paying a Parking Fine

Delinquent notices will be issued for parking tickets, which are neither paid nor appealed within (21) calendar days. Failure to pay the total amount due can result in notice to the Registry of Motor Vehicles (RMV) of mandatory non-renewal of the registered owner’s driver’s license and/or Registration. 

Follow these simple steps to pay parking ticket(s)

In Person

  • Bring the ticket or notice and form of payment (credit/debit card, money order, or personal check,) to the Parking Clerk at Transportation Services.  
  • No Cash Payments can be accepted. 
  • Checks and Money Orders must be made payable to: UMB parking + Transportation office  *Write your ticket number and plate number on the front of the check or money order to ensure proper credit. For all credit card transactions there is a $2.95 surcharge fee per ticket.

Online

Pay Your Parking Ticket online here.  

  • Enter your plate number.
  • Payments are accepted by Visa, MasterCard, Discover and American Express.     
  • There is a surcharge fee of $2.95 per ticket paid online.

By Phone:

Call 1.866.980.5363  24 hours a day, 7 days a week. 

  • Follow the telephone instructions. 
  • Payments are accepted by Visa, MasterCard, Discover and American Express. 
  • There is a surcharge fee of $2.95 per ticket paid by phone. All outstanding tickets will be paid together with this option.

Write your ticket number and plate number on the front of the check or money order to ensure proper credit.

Towing

If you believe your car has been towed, call Transportation Services at 617-287-5041, Monday through Friday from 9 a.m. to 5 p.m., for confirmation and retrieval instructions. After 5 p.m. or on weekends, call the Boston Tow Line at 617-343-4629 or use the Boston Towed Cars Lookup online at: https://www.cityofboston.gov/towing/search/

RMV Clear Request

Unpaid parking tickets are assessed additional penalties and notice is sent to the Registry of Motor Vehicles (RMV) for mandatory non-renewal of the registered owner’s driver’s license and/ or registration until all fines and penalties are paid in full. Under no circumstances this fee can be waived.   

To get the parking tickets removed from the RMV, follow these payment options: 

In Person:

  • Credit Card/Debit Card or Certified Bank Check are the accepted forms of payment.
  • payable at UMB parking + transportation services.

Online:

  • Payments are accepted by Visa, MasterCard, Discover and American Express.
  • Pay here.  
  • When making an online payment, it may take up to four (4) business days for the ticket (s) to be cleared at the RMV.
